هذة الافا ليست وليدة اللحظة ، ولكنها سلوك من فديم الاذل
وليس هناك تاريخ محدد لبدايتها ولكنها قديمة وذلك ثابت في تقارير واحداث من ماضي الزمن
وانا اليوم سأتكلم بلغة الناس البسطاء ولست على رأسي بطحة لاحسس عليها ولست اتهم احد
بعينيه ولكني اتكلم واقصد المرتشي ، فهو المفسد الاول والمتسبب في الفوضى الاخلاقية التي نعانيها
نحن السطاء الذين نعيش في هذا المجتمع.
والمرتشي ليس من فئة معينة فهناك الفقير يرتشي والغني ايضا يرتشي فكلا منهم له ظروف تختلف
عن بعضها ولكن الهدف واحد وهو اخذ ماليس له الحق فيه.

المناوب على الباب لابد من الحلاوة او الاكرامية من اجل ان يقدم الاوراق لوكيل النيابة واذا لم
تفعل اتركن لثاني يوم او بضع ساعات لاخر اليوم، اذهب لاي مجمع حكومي ستجد الاغلابية
يعشقون الاكرامية (الرشوة) والا المحليات ياسلام ياسلام.
ولا اعفي المواطن الذي يعمل حر ، فاالكاردة على الطريق رشوة فهذه امثلة بسيطة ،هنعمل ايه
مع رشاوي الحيتان ومجالس ادارتها والمناقصات فهم اكيد في بداية حياتهم العملية كانوا
يدفعون رشاوي قهرا . وتسبب ذلك في عقدة ولكنهم احبوها.
اما من الناحية الاقتصادية فهي ايضا مؤثرة في انتشار افا الرشوة بين بعض ضعاف النفوس
فقر النفس قبل فقر والدليل ماحدث عندنا في مصر وفضائح الرئيس المصري حسني مبارك واولاده
نظامه منهم من حكم وتم حبسه ومنهم من هرب الى لندن والامارات واسبانيا ومنهم تنازل عن جزء بسيط من ثروته التي جمعت بالرشاوي والسرقة، فهؤلاء ليسوا فقراء ولكنهم مرتشون ومفسدون .
اذا فسد النظام انهارت الدولة ، وهذا حال معظم الدول العربية
والرشوة مؤثرة تاثير قوي على اقتصاد الدولة فهي تشكك المستثمر في جدية الدولة في الاستثمار
وكيف تحمي المستثمر ( هنا الدور السياسي سوف نتطرق له بعد قليل) وكيف يثق في رجال الدولة
والجو السياسي والاقتصاد يضرب في اعمدته الفساد..!
منهم مرتشي بأردته وهو يعلم انها اصلا حرام ومنهم مرتشي تبع الموضى ليتماشى مع المحيطين به ويعلم انها حرام

المميزين اصحاب الضمير والعاملين بأخلاص اعطائهم حقهم ووضعم المادي والمهني حتى يكونوا قدوة حسنة لغيرهم ومن الناحية الثانية اقصاء المفسدين وابعادهم عن العمل ليكونوا عبرة لمن يعتبر
وسياسيا ايضا تعين افراد مشهود لهم بالكفاءة والنزاهة في مهمة الرقابة والتفتيش وايضا توفير حياة كريمة للموظفين مما يتماشى مع الاسعار والمعيشة.
ودور الدولة في نشر الوعي الاخلاقي لمساوء الرشوة والدور الديني في حرمانيتها والاكل الحرام
